Staff investigator for federally-funded research center on various projects (e.g., a study of New York City transport finances).

 

2001-2003 Project Officer, National Academy of Sciences, Board on Infrastructure and the Constructed Environment

Oversaw and assist expert panel meetings, conduct interviews with outside experts and conducted research for study of best practices in US Federal facilities management.

 

1997-2001          Executive Director, American Council on Intergovernmental Relations

Directed activities, set program agenda and raised funds for 501(c)(3) nonprofit organization devoted to the study of American federalism.  Conducted studies (sometimes as principal investigator) of innovative policies and programs of federalism.

 

1992-1996              Program Manager, Economics  and Finance Studies US Advisory Commission on Intergovernmental Relations and US Army Corps of Engineers, Institute for Water Resources
